Yeah's it not perfect at all, but there isn't a single stat that is. PPG is useless without shooting %'s and shooting %'s only tell a certain part of the story without factoring in the context of how there scoring.
PER's biggest flaw is the minute situation. Which is why I don't think it's any worse than alot of stats because it's incredibly easy to just see where it's flaws are. The second I saw your list without checking I knew that alot of those guys were dominating in under 30 minutes, and in some cases would be closer to 20 MPG than 30. The top 10 in PER this year would have 7 guys that I'd probably put in my top 10. I see two big misses in the top 10, but someone like Karl Anthony Towns is always going to shine out in alot of stats. Outside of that you have alot of guys who play a smaller role who produce alot in that role which inflates there PER and is obvious to see. It's weighted towards bigs for sure which is weird because I do remember hearing that Hollinger had in mind that Jordan was the GOAT when creating it.
Also interesting to note Hollinger got hired by an NBA team, the Grizzlies I believe. He's a pretty big deal in the analytic community.
At the end of the day it's always going to be about everything rather than this stat or another stat and in a sport like basketball you'll always have to add context. How much the team wins, what the players role is, how many minutes he plays, his defense/closing ability etc.

Where are you getting your mpj intel? The scrimmage video of him playing 3 on 3 although it was just a scrimmage. And I've heard a few things through the grapevine including Nate Duncan saying the same thing about him when he saw him scrimmage before the Warriors game in April. It was a back surgery though. He's going to have to work on strengthening his core and improving his fluidity. I read this little blurb recently about mpj:

MPJ has a real shot of winning ROY if Barton can't regain his pre-injury form and Zion goes to the eternal dumpster fire Suns or a Knicks team with KD and Kyrie on it.
