But basically they allow someone to view blocked pages. So as it pertains to this site, anyone who gets banned by their IP address, can use a proxy and still create a new account and keep posting. Which happens all the time, seeing as I've IP banned the same guy about six times in the past week.

I highly doubt it's possible to get around though.
